Time Period: 2019–2020
Project Type: Software Development in Health Informatics
Customer: Patient Advocacy Group supporting patients with a specific type of cancer
Description:
The goal of this project was to create a web-based system (Patient Portal) that would collect required data from eligible participants in a healthcare clinical study, gather all the required consents, and centralize the storing of data in a harmonized schema. In addition, the project was required to maintain more than 5 external integrations with other parties, to integrate some of the external data (including genomics and EHR data) into the flow of the system, and to provide meaningful information back to the patients. An administration module was designed to enable administrators to track the status of each participant and perform other necessary tasks to support the business workflow.
My role:
As Project and Program Manager, I oversaw the full spectrum of project management work during inception, implementation, and close-out. Eventually this project was transformed into a program after the launch of several parallel projects connected with the original one.
Tasks accomplished:
Planned and conducted initial project planning and kick-off
Participated in program planning and resource allocation
Supported both tactical and strategic planning
Closely managed project financials, providing timely reporting
Designed and implemented project cadence based on PM best practices and the client's needs
Facilitated weekly meetings with the customer
Supported daily development with the development team
Coordinated work across other vendors and third parties
Facilitated issue escalation and resolution
Prepared executive reports and presentations
Implemented User Acceptance Testing process, defect communication, and resolution processes
Ensured customer satisfaction and success
Budget: Originally $1,700,000; eventually extended to Program Budget of $2,200,000

Duration: 20 months
Outcome:
This program was considered highly complex due to the number of parties and integrations involved. A phased approach was selected to ensure that the Minimum Viable Product (MVP) was implemented and rolled out first, and then additional functionality would be added as part of the subsequent phases. In the middle of the implementation, the program was impacted by COVID-19. The impact ranged from the unavailability of some partners due to their need to participate in COVID-testing activities, to the bankruptcy of other partner and resulting in need to look for and contract with replacement organizations. Through implementing rigorous scope and risk management through the constant involvement of the stakeholders, we managed to keep the project on track and launched it on time. Subsequent phases were designed to expand the functionality of the original implementation. The MVP and subsequent upgrade phases were successfully released to the users. The program was considered a great success.
